Sans nommer explicitement la Chine, le document cible les prises de participation d&rsquo;entreprises li\u00e9es \u00e0 des \u00c9tats tiers dans des actifs jug\u00e9s strat\u00e9giques pour la s\u00e9curit\u00e9 \u00e9conomique et militaire du bloc.<\/p>\n<\/p>\n<h2>Des ports europ\u00e9ens sous influence chinoise<\/h2>\n<\/p>\n<p>Des entreprises d&rsquo;\u00c9tat chinoises, au premier rang desquelles <strong>COSCO Shipping<\/strong>, d\u00e9tiennent des participations dans plusieurs grands ports europ\u00e9ens, notamment \u00e0 Hambourg, Rotterdam et au Pir\u00e9e. Ce dernier est fr\u00e9quemment qualifi\u00e9 de \u00ab porte d&rsquo;entr\u00e9e de P\u00e9kin vers l&rsquo;Europe \u00bb, l&rsquo;op\u00e9rateur chinois en contr\u00f4lant l&rsquo;essentiel des activit\u00e9s.<\/p>\n<\/p>\n<p>Depuis plus d&rsquo;une d\u00e9cennie, ces investissements ont \u00e9t\u00e9 tol\u00e9r\u00e9s, voire encourag\u00e9s, au nom de la comp\u00e9titivit\u00e9 commerciale. L&rsquo;accord hambourgeois avait ainsi b\u00e9n\u00e9fici\u00e9 du soutien de l&rsquo;ancien chancelier <strong>Olaf Scholz<\/strong> entre 2021 et 2022. Plusieurs membres du gouvernement f\u00e9d\u00e9ral allemand avaient pourtant mis en garde contre le risque de d\u00e9pendances structurelles, en r\u00e9f\u00e9rence directe \u00e0 la vuln\u00e9rabilit\u00e9 \u00e9nerg\u00e9tique vis-\u00e0-vis de la Russie r\u00e9v\u00e9l\u00e9e par l&rsquo;invasion de l&rsquo;Ukraine.<\/p>\n<\/p>\n<p>Le d\u00e9put\u00e9 europ\u00e9en <strong>Jens Gieseke<\/strong> (PPE), porte-parole de la commission des transports du Parlement europ\u00e9en, a salu\u00e9 l&rsquo;initiative : \u00ab La Chine d\u00e9tient aujourd&rsquo;hui des participations dans plus de vingt ports europ\u00e9ens. Un tel niveau d&rsquo;exposition dans des infrastructures critiques ne peut pas \u00eatre ignor\u00e9. \u00bb<\/p>\n<\/p>\n<h2>Un changement de paradigme strat\u00e9gique<\/h2>\n<\/p>\n<p>Le projet de conclusions du Conseil, propos\u00e9 par la Commission europ\u00e9enne en d\u00e9cembre dernier, op\u00e8re un glissement conceptuel significatif : les ports ne sont plus appr\u00e9hend\u00e9s uniquement comme des n\u0153uds commerciaux, mais comme des <strong>actifs strat\u00e9giques<\/strong> conditionnant les cha\u00eenes d&rsquo;approvisionnement, la s\u00e9curit\u00e9 \u00e9nerg\u00e9tique et la mobilit\u00e9 militaire.<\/p>\n<\/p>\n<p>Les ports europ\u00e9ens traitent pr\u00e8s des trois quarts du commerce ext\u00e9rieur de l&rsquo;UE. Dans ce contexte, l&rsquo;invasion russe de l&rsquo;Ukraine, les tensions au Moyen-Orient et les risques de coercition \u00e9conomique ont conduit les gouvernements membres \u00e0 r\u00e9\u00e9valuer leurs vuln\u00e9rabilit\u00e9s infrastructurelles.<\/p>\n<\/p>\n<p>Le <strong>Mercator Institute for China Studies (MERICS)<\/strong> souligne par ailleurs que le risque li\u00e9 au Pir\u00e9e ne r\u00e9side pas tant dans les droits de concession eux-m\u00eames que dans les \u00e9quipements d&rsquo;infrastructure install\u00e9s par des op\u00e9rateurs chinois, susceptibles d&rsquo;\u00eatre mobilis\u00e9s \u00e0 des fins de collecte de renseignements.<\/p>\n<\/p>\n<h2>Un filtrage renforc\u00e9, sans d\u00e9courager les investisseurs fiables<\/h2>\n<\/p>\n<p>Le document appelle \u00e0 un renforcement du filtrage des investissements \u00e9trangers dans les ports de l&rsquo;UE, avec l&rsquo;intention explicite de fournir des orientations m\u00e9thodologiques pour leur \u00e9valuation et d&rsquo;y appliquer des m\u00e9canismes de contr\u00f4le. Les conclusions visent \u00e9galement \u00e0 pr\u00e9venir \u00ab une propri\u00e9t\u00e9 ou un contr\u00f4le \u00e9trangers excessifs \u00bb, y compris les risques d&rsquo;infiltration par le crime organis\u00e9.<\/p>\n<\/p>\n<p>Les ministres prennent toutefois soin d&rsquo;\u00e9quilibrer l&rsquo;approche s\u00e9curitaire avec des consid\u00e9rations \u00e9conomiques : le texte insiste sur la n\u00e9cessit\u00e9 de pr\u00e9server un environnement d&rsquo;investissement attractif et d&rsquo;\u00ab \u00e9viter de dissuader les investisseurs fiables \u00bb. Cette nuance refl\u00e8te la tension structurelle entre souverainet\u00e9 \u00e9conomique et ouverture aux capitaux ext\u00e9rieurs.<\/p>\n<\/p>\n<h2>Une surveillance \u00e9tendue aux ports hors UE<\/h2>\n<\/p>\n<p>Le projet de conclusions va au-del\u00e0 des fronti\u00e8res de l&rsquo;Union en appelant \u00e0 une vigilance accrue sur les investissements \u00e9trangers dans les ports de pays tiers voisins.
