Le rapport du <strong>Service d&rsquo;enqu\u00eate de s\u00e9curit\u00e9 (SESE)<\/strong>, publi\u00e9 mercredi, \u00e9tablit une cha\u00eene causale pr\u00e9cise et formule des recommandations contraignantes \u00e0 l&rsquo;intention de la Conf\u00e9d\u00e9ration.<\/p>\n<\/p>\n<p>Le 15 septembre 2025, peu avant midi, un tram de type <strong>Cobra<\/strong> franchit sans ralentir un carrefour situ\u00e9 entre la gare de <strong>Zurich-Oerlikon<\/strong> et le <strong>Hallenstadion<\/strong>, percutant lat\u00e9ralement une rame de type <strong>Flexity<\/strong> qui b\u00e9n\u00e9ficiait pourtant de la priorit\u00e9 de droite. L&rsquo;impact provoque le d\u00e9raillement partiel des deux v\u00e9hicules. Bilan : deux conducteurs et un passager gri\u00e8vement bless\u00e9s, un quatri\u00e8me usager l\u00e9g\u00e8rement atteint.<\/p>\n<\/p>\n<p>Les enqu\u00eateurs du SESE ont reconstitu\u00e9 les instants pr\u00e9c\u00e9dant la collision avec une pr\u00e9cision documentaire. Peu avant l&rsquo;arriv\u00e9e du Cobra au carrefour, le conducteur est victime d&rsquo;un accident m\u00e9dical soudain qui le prive de toute capacit\u00e9 de r\u00e9action. Il ne freine pas. Il ne d\u00e9vie pas. Le tram poursuit sa course \u00e0 vitesse normale jusqu&rsquo;au point d&rsquo;impact. Les ant\u00e9c\u00e9dents m\u00e9dicaux de ce conducteur n&rsquo;avaient, jusqu&rsquo;alors, jamais \u00e9t\u00e9 signal\u00e9s : un test d&rsquo;aptitude r\u00e9alis\u00e9 un mois auparavant n&rsquo;avait r\u00e9v\u00e9l\u00e9 aucune anomalie.<\/p>\n<\/p>\n<h2>Un mat\u00e9riel roulant sans filet de s\u00e9curit\u00e9 automatique<\/h2>\n<\/p>\n<p>C&rsquo;est ici que le rapport introduit sa seconde ligne d&rsquo;analyse, d&rsquo;ordre structurel. Le tram Cobra, mis en service il y a une vingtaine d&rsquo;ann\u00e9es et toujours en exploitation sur le r\u00e9seau des <strong>Verkehrsbetriebe Z\u00fcrich (VBZ)<\/strong>, ne dispose d&rsquo;aucun syst\u00e8me permettant un freinage d&rsquo;urgence automatique en cas d&rsquo;incapacit\u00e9 du conducteur. Une lacune que ne partage pas le Flexity, fabriqu\u00e9 lui aussi par <strong>Bombardier<\/strong>, qui int\u00e8gre ce type de dispositif de s\u00e9curit\u00e9.<\/p>\n<\/p>\n<p>Le SESE souligne que des syst\u00e8mes capables de surveiller en continu le comportement du conducteur \u2014 et d&rsquo;intervenir automatiquement d\u00e8s qu&rsquo;une anomalie est d\u00e9tect\u00e9e \u2014 existent d&rsquo;ores et d\u00e9j\u00e0 sur le march\u00e9. Leur installation reste pourtant facultative dans les trams suisses, contrairement aux trains, pour lesquels cette exigence est r\u00e9glementairement impos\u00e9e. Cette asym\u00e9trie normative entre deux modes de transport guid\u00e9s constitue, aux yeux des enqu\u00eateurs, une vuln\u00e9rabilit\u00e9 syst\u00e9mique.<\/p>\n<\/p>\n<p>En r\u00e9ponse \u00e0 ce constat, les VBZ indiquent \u00e9valuer d\u00e9sormais la faisabilit\u00e9 technique et financi\u00e8re d&rsquo;un \u00e9quipement r\u00e9troactif de l&rsquo;ensemble de leur flotte Cobra. Une d\u00e9marche qui, si elle aboutit, repr\u00e9senterait un investissement significatif pour l&rsquo;op\u00e9rateur de transport public zurichois.<\/p>\n<\/p>\n<h2>Une recommandation adress\u00e9e \u00e0 la Conf\u00e9d\u00e9ration<\/h2>\n<\/p>\n<p>Le SESE va plus loin que la seule interpellation des VBZ. Son rapport recommande formellement \u00e0 la <strong>Conf\u00e9d\u00e9ration<\/strong> de rendre obligatoire l&rsquo;installation de syst\u00e8mes de surveillance du conducteur et de freinage automatique d&rsquo;urgence dans l&rsquo;ensemble des trams suisses. Cette recommandation s&rsquo;adresse en premier lieu \u00e0 l&rsquo;<strong>Office f\u00e9d\u00e9ral des transports (OFT)<\/strong>, autorit\u00e9 comp\u00e9tente en mati\u00e8re de s\u00e9curit\u00e9 ferroviaire et de transport guid\u00e9.<\/p>\n<\/p>\n<p>L&rsquo;accident de Zurich-Oerlikon illustre ainsi une tension r\u00e9currente dans la gestion des infrastructures de transport public suisses : celle entre la long\u00e9vit\u00e9 \u00e9conomique du mat\u00e9riel roulant existant et les exigences croissantes en mati\u00e8re de s\u00e9curit\u00e9 active. Le Cobra, con\u00e7u avant que ces technologies ne soient disponibles \u00e0 grande \u00e9chelle, n&rsquo;a jamais \u00e9t\u00e9 con\u00e7u pour int\u00e9grer de tels dispositifs. Le co\u00fbt d&rsquo;une mise \u00e0 niveau syst\u00e9matique, encore \u00e0 chiffrer, p\u00e8sera dans les arbitrages budg\u00e9taires des collectivit\u00e9s concern\u00e9es et, potentiellement, dans les n\u00e9gociations tarifaires avec la Conf\u00e9d\u00e9ration au titre des conventions de prestations.<\/p>\n<\/p>\n<p>Le rapport du SESE ne formule aucune mise en cause p\u00e9nale \u2014 ce n&rsquo;est pas sa mission.
