Ce que le grand public percevra comme un spectacle astronomique rare repr\u00e9sente, pour les op\u00e9rateurs de r\u00e9seaux \u00e9lectriques, un exercice de gestion de risque \u00e0 l&rsquo;\u00e9chelle continentale \u2014 un test grandeur nature de la r\u00e9silience d&rsquo;une infrastructure \u00e9nerg\u00e9tique de plus en plus tributaire des sources intermittentes.<\/p>\n<\/p>\n<p>L&rsquo;organisation professionnelle <strong>ENTSO-E<\/strong> (European Network of Transmission System Operators for Electricity), qui regroupe 40 op\u00e9rateurs dans 36 pays, a confirm\u00e9 vendredi que ses membres ont pris des dispositions coordonn\u00e9es pour garantir la continuit\u00e9 de l&rsquo;alimentation \u00e9lectrique durant l&rsquo;\u00e9v\u00e9nement. La m\u00e9canique du d\u00e9fi est simple \u00e0 \u00e9noncer, mais complexe \u00e0 g\u00e9rer : une \u00e9clipse r\u00e9duit brutalement et temporairement le rayonnement solaire disponible, comprimant la production photovolta\u00efque sur un laps de temps tr\u00e8s court, sans que la demande ne fl\u00e9chisse d&rsquo;un watt.<\/p>\n<\/p>\n<h2>Un potentiel d\u00e9ficit de pr\u00e8s de 10 GW en quelques minutes<\/h2>\n<\/p>\n<p>Les chiffres avanc\u00e9s par ENTSO-E donnent la mesure du ph\u00e9nom\u00e8ne. <strong>\u00abPar ciel d\u00e9gag\u00e9, la production photovolta\u00efque pourrait diminuer jusqu&rsquo;\u00e0 9,7 GW \u00e0 l&rsquo;\u00e9chelle de l&rsquo;Europe\u00bb<\/strong>, a pr\u00e9cis\u00e9 l&rsquo;organisation. Pour situer cet ordre de grandeur : 9,7 GW repr\u00e9sente approximativement la puissance de plusieurs grandes centrales nucl\u00e9aires en fonctionnement simultan\u00e9, ou encore une fraction significative de la capacit\u00e9 solaire install\u00e9e en Allemagne seule.<\/p>\n<\/p>\n<p>Ce chiffre doit n\u00e9anmoins \u00eatre mis en perspective. L&rsquo;Union europ\u00e9enne disposait, fin 2025, d&rsquo;environ <strong>406 GW de capacit\u00e9 solaire install\u00e9e<\/strong>, selon les donn\u00e9es de <em>SolarPower Europe<\/em>. La baisse potentielle de 9,7 GW repr\u00e9sente donc environ 2,4 % de cette capacit\u00e9 totale \u2014 une proportion limit\u00e9e en valeur absolue, mais qui survient de mani\u00e8re synchronis\u00e9e et rapide sur l&rsquo;ensemble du continent, ce qui complique singuli\u00e8rement l&rsquo;\u00e9quilibrage offre-demande.<\/p>\n<\/p>\n<h3>L&rsquo;Espagne et l&rsquo;Allemagne, foyers d&rsquo;exposition maximale<\/h3>\n<\/p>\n<p>ENTSO-E identifie deux pays comme particuli\u00e8rement expos\u00e9s \u00e0 la baisse de production solaire : l&rsquo;<strong>Espagne<\/strong>, o\u00f9 l&rsquo;\u00e9clipse sera totale, et l&rsquo;<strong>Allemagne<\/strong>, dont la capacit\u00e9 photovolta\u00efque install\u00e9e figure parmi les plus importantes d&rsquo;Europe. L&rsquo;\u00e9clipse sera par ailleurs visible \u2014 dans sa totalit\u00e9 ou partiellement \u2014 depuis des r\u00e9gions isol\u00e9es du nord de la Russie, au-dessus du Groenland, de l&rsquo;Islande, du nord de l&rsquo;Espagne et de l&rsquo;extr\u00eame nord-est du Portugal.<\/p>\n<\/p>\n<h2>Une cellule de crise continentale activ\u00e9e<\/h2>\n<\/p>\n<p>Face \u00e0 ce sc\u00e9nario, les op\u00e9rateurs membres d&rsquo;ENTSO-E ont ouvert une <strong>cellule de crise d\u00e9di\u00e9e<\/strong>, charg\u00e9e de coordonner les pr\u00e9paratifs, de surveiller la situation en temps r\u00e9el et de faciliter le partage d&rsquo;informations entre gestionnaires de r\u00e9seaux avant, pendant et apr\u00e8s l&rsquo;\u00e9clipse. L&rsquo;organisation a assur\u00e9 que ses membres sont \u00abpr\u00eats \u00e0 garantir le fonctionnement s\u00fbr et stable du syst\u00e8me \u00e9lectrique pendant toute la dur\u00e9e de l&rsquo;\u00e9v\u00e9nement\u00bb.<\/p>\n<\/p>\n<p>Ce type de coordination illustre une tendance de fond dans la gouvernance des r\u00e9seaux \u00e9lectriques europ\u00e9ens : la n\u00e9cessit\u00e9 croissante d&rsquo;anticiper des \u00e9v\u00e9nements m\u00e9t\u00e9orologiques ou naturels \u00e0 effet de production rapide. ENTSO-E souligne d&rsquo;ailleurs explicitement que ses membres \u00abg\u00e8rent de plus en plus des ph\u00e9nom\u00e8nes m\u00e9t\u00e9orologiques et naturels susceptibles d&rsquo;influencer les profils de production sur de courtes p\u00e9riodes\u00bb \u2014 une formulation qui refl\u00e8te directement la mont\u00e9e en puissance des \u00e9nergies renouvelables intermittentes dans le mix continental.<\/p>\n<\/p>\n<h2>Le solaire \u00e0 13 % du mix europ\u00e9en : une d\u00e9pendance nouvelle, une responsabilit\u00e9 accrue<\/h2>\n<\/p>\n<p>L&rsquo;\u00e9clipse du 12 ao\u00fbt intervient dans un contexte structurel in\u00e9dit. Le solaire repr\u00e9sente d\u00e9sormais <strong>environ 13 % du mix \u00e9lectrique europ\u00e9en<\/strong> \u2014 une part qui \u00e9tait quasi nulle il y a vingt ans. Cette mont\u00e9e en puissance est le fruit de politiques d&rsquo;investissement massif dans les \u00e9nergies renouvelables, soutenues par des m\u00e9canismes r\u00e9glementaires europ\u00e9ens et nationaux.<\/p>\n<\/p>\n<p>Elle cr\u00e9e cependant une nouvelle classe de vuln\u00e9rabilit\u00e9s syst\u00e9miques. Contrairement aux centrales thermiques ou nucl\u00e9aires, dont la production peut \u00eatre modul\u00e9e \u00e0 la demande des op\u00e9rateurs, le photovolta\u00efque d\u00e9pend int\u00e9gralement du rayonnement solaire disponible. Tout ph\u00e9nom\u00e8ne perturbant ce rayonnement \u2014 nuages denses, brume, ou \u00e9clipse \u2014 se traduit m\u00e9caniquement par une chute de production que les gestionnaires de r\u00e9seaux doivent compenser en temps r\u00e9el, en mobilisant des capacit\u00e9s de r\u00e9serve ou en jouant sur les interconnexions transfrontali\u00e8res.\n<\/p>\n<p><\/p>\n<\/p>\n<h2>Une r\u00e9p\u00e9tition g\u00e9n\u00e9rale pour l&rsquo;avenir du r\u00e9seau europ\u00e9en<\/h2>\n<\/p>\n<p>Au-del\u00e0 de l&rsquo;\u00e9v\u00e9nement lui-m\u00eame, l&rsquo;\u00e9clipse du 12 ao\u00fbt fonctionne comme un r\u00e9v\u00e9lateur. Elle oblige les op\u00e9rateurs \u00e0 tester, en conditions r\u00e9elles, leur capacit\u00e9 \u00e0 g\u00e9rer une variation rapide et pr\u00e9visible de la production solaire. En ce sens, elle constitue une r\u00e9p\u00e9tition g\u00e9n\u00e9rale utile pour des sc\u00e9narios plus fr\u00e9quents \u2014 temp\u00eates, \u00e9pisodes de brume intense, ou journ\u00e9es de faible ensoleillement hivernal \u2014 qui, sans avoir le caract\u00e8re spectaculaire d&rsquo;une \u00e9clipse, exercent des pressions analogues sur l&rsquo;\u00e9quilibre du r\u00e9seau.<\/p>\n<\/p>\n<p>Pour la Suisse, dont le r\u00e9seau est physiquement interconnect\u00e9 avec le r\u00e9seau europ\u00e9en et dont <strong>Swissgrid<\/strong> est membre d&rsquo;ENTSO-E, l&rsquo;\u00e9v\u00e9nement n&rsquo;est pas sans pertinence.
